To ask the Chancellor of the Exchequer what would be the rate of VAT needed in 1993–94 to raise an equivalent amount of money to the amount raised by the council tax after taking into account expenditure savings on the costs of introducing and administering the council tax.

The amount to be raised in council tax for 1993–94 will depend on decisions, which local authorities have not yet taken, about council tax levels. Accordingly, the calculation requested is not yet possible.
