§ Mr. ForthIn 1991 the age participation rate for these children in the United Kingdom was 53 per cent. At the start of the 1980s it was 43 per cent. This percentage increase is all the more noteworthy when we observe that the size of the three and four-year population increased over the period by 170,000.
