§ Sir John StanleyTo ask the Secretary of State for Transport if he will publish his proposed guidance on fare control referred to in paragraph 2.3 of The Franchising of Passenger Rail Services before introducing legislation to privatise British Rail.
§ Mr. Freeman[holding answer 11 December 1992]: We intend to make the draft guidance to be given to the franchising authority on fares available in draft in time for hon. Members to consider it during the passage of the privatisation legislation.
