asked Her Majesty's Government:

Whether the terms in which the Chairman of English Heritage spoke to the Independent on Sunday, and the terms in which his remarks were published in that newspaper on 29th November, were consistent with the Citizen's Charter.

The fact that the Chairman of English Heritage agreed to give an interview to a representative of a newspaper would appear wholly consistent with the Citizen's Charter. The Government cannot interpret what might or might not have been said during such an interview.
