§ Mr. JackCurrent spending priorities do not permit the early introduction of the arrangements under sections 12 and 13 of the Criminal Justice Act 1991 for monitoring curfew orders. Before determining the way forward, I intend first carefully to review and assess the operation of existing community penalties as a whole in the new context created by the Act.
