To ask the Secretary of State for the Home Department if he will take urgent steps to facilitate the setting up of a fund to insure victims of terrorist attacks; and if he will make a statement.

The criminal injuries compensation scheme provides compensation for personal injuries suffered by the innocent victims of violent crime. So far as commercial property is concerned, my right hon. Friend the President of the Board of Trade is considering representations from the insurance industry and other interested parties.
