Friend has today authorised the service on the owners, Capitalrise Ltd, of a notice under section 48 of the Planning (Listed Buildings and Conservation Areas) Act 1990 specifying the works which he considers reasonably necessary for the proper preservation of the building and notifying them that, if these are not carried out within three months, he may begin proceedings for the compulsory purchase of the building under section 47.
