§ Mr. Lennox-BoydIn deciding aid policy for individual countries, we take into account a number of factors relating to good Government, including human rights. Where improvements are needed we make our views clear to the country concerned. Our aim is to influence the government in whatever ways are most appropriate. The suspension of United Kingdom and EC aid, designed to relieve extreme hardship, would not necessarily be an effective way of improving human rights in Albania.
