To ask the Secretary of State for Foreign and Commonwealth Affairs if he will inform the Albanian Government that British aid is conditional on the ending of public executions in that country.

In deciding aid policy for individual countries, we take into account a number of factors relating to good Government, including human rights. Where improvements are needed we make our views clear to the country concerned. Our aim is to influence the government in whatever ways are most appropriate. The suspension of United Kingdom and EC aid, designed to relieve extreme hardship, would not necessarily be an effective way of improving human rights in Albania.
