Why neither the Human Fertilisation and Embryology Authority nor its Committee on Social and Ethical issues contains any lay moral philosopher, though the former contains an actress and a Bank of England official.

The Human Fertilisation and Embryology Authority comprises a chairman, deputy chairman and 19 members. Before making such important appointments, the Government gave careful consideration to the mix of skills and knowledge that the authority would need in the light of its range of functions as set out in the Human Fertilisation and Embryology Act 1990. Those who have been appointed to the authority provide, in the Government's view, the experience, knowledge and personal qualities considered necessary to carry out those functions. Through its membership, the authority has access to a range of informed moral and ethical views.
