Mr. Bayley

To ask the Chancellor of the Duchy of Lancaster if he will describe the place and the date on which each of the photographs in the citizens charter first report: 1992 Cm. 2101 was taken; and if he will place in the Library an untrimmed copy of the photograph facing the contents page, showing the background behind the people.
