§ Lord James Douglas-Hamilton[holding answer 17 November 1992]: Requirements and standards for sanitary facilities, including access, are given in the Technical Standards for Compliance with the Building Standards (Scotland) Regulations 1990. These apply to all buildings open to the public including railway stations and other transport facilities. Guidance on the design of public conveniences with facilities for the disabled was given by the Scottish Office to local authorities in SDD circular No. 53/68.
