asked Her Majesty's Government:

With reference to their decision to make a grant in respect of the relief of suffering in the Nagorno-Karabakh, whether the portion of the grant in respect of Armenian victims will be made available to organisations such as Christian Solidarity International which have been active generally on both sides in the dispute rather than the International Committee of the Red Cross, who, by their own recent admission, have no presence on the Armenian side.

No. As stated in my reply to my noble Friend Baroness Cox on 12th November (Hansard, col. WA20), our £250,000 grant is being provided to the International Committee of the Red Cross. ICRC do not plan to keep a permanent delegate in Stepanakert. However, they recently delivered medical aid and food, and delegates will continue to visit for at least one week a month during the winter. We are now considering separate support for Christian Solidarity International in Stepanakert.
