§ Mr. NorrisThe Department has made significant progress in establishing an effective framework of targets across its areas of responsibility. These are detailed in the recently published White Paper "The Citizen's Charter, First Report: 1992" (Cm 2101). Nationalised industries and executive agencies sponsored by the Department have published their targets in individual charters and service guides; further details can be found in the bibliography of the White Paper.
