To ask the Secretary of State for Scotland what steps he is taking to encourage the newspaper and textile industries to promote and participate in recycling schemes; and if he will make a statement.

[holding answer 27 November 1992]: The Government encourage recycling wherever it makes commercial and environmental sense, and have set the target of recycling 50 per cent. of the recyclable fraction of domestic waste by the year 2000. Paper accounts for approximately 33 per cent. of the domestic waste stream and textiles for around 5 per cent; high recycling rates for both materials will make a significant contribution towards achieving the target. In 1991, following discussions with the Government, the Newspaper

of Social Work on 20 November for discussions on community care matters. Further meetings will be arranged as the need arises.
