§ Mr. ForthThe Department wrote to Birmingham city council on 22 December 1992 and the authority responded on 8 January 1993. Twenty-five other LEAs were asked to provide information on the same issue and not all have yet done so. Nevertheless, I expect to announce my decisions shortly.
