§ Mr. BaldryMy Department has seen a copy of the "Toronto Declaration", which appears to be designed as an input to the United Nations conference on development and the environment, to be held in Brazil in June 1992. My right hon. Friend the Prime Minister has already announced that he hopes to attend, and the Government are participating actively in the preparatory work.
