§ Mr. HeseltineThe commitment to prepare the guide "Policy Appraisal and the Environment" was contained in "This Common Inheritance" (Cmnd 1200), published in September 1990, and the guide appeared on 23 September 1991. Consultants carried out preliminary research into existing practices and helped shape the guidance. Three civil servants wrote the guide, although others, in a number of departments, were consulted during its preparation.
