§ Mr. Alan HowarthThe review of the Open university was conducted jointly by the Department and the university. The university wished to publish the report of the review and my right hon. and learned Friend agreed. The report of the review of the long-term residential colleges took the form of advice from officials to Ministers: by convention such advice is not made public.
