HL Deb 22 October 1991 vol 531 c131WA
The Earl of Kimberley

asked Her Majesty's Government:

Whether in view of the Geneva Convention of 1949, which imposes a duty upon all state-signatories to seek out and bring to justice people suspected of genocide and crimes against humanity, they will request the Government of Zimbabwe to extradite ex-President Mengistu Haile Mariam of Ethiopia.

The Earl of Caithness

It is for the Ethiopian Transitional Government to decide whether they wish to seek Mengistu's extradition and, if so, to approach the Government of Zimbabwe.
