§ Mr. FallonSince 1 January 1987, a total of 13 local education authorities have had statutory proposals involving the establishment of a tertiary college approved by the Secretary of State. Of these local authorities, two were Conservative controlled at the time the proposals were published. A breakdown of the proposals is given in the table:
