To ask the Secretary of State for Employment if he will estimate the number of part-time and full-time employees earning(a) below the PAYE threshold and (b) below the national insurance contributions lower earnings limit in 1989, 1990 and 1991, respectively.

Broad estimates, based on the new earnings survey and estimates of the number of employees in employment, are as follows:

It is estimated around 10 per cent. of these employees are full-timers, most of whom fell below the amounts specified because their earnings were affected by absence in the survey period.
