§ Mr. YeoHelp for all home buyers will come from the Government's policies for a sound economy with stable prices and lower interest rates. Specific measures for helping first-time buyers include increased assistance from the Housing Corporation to housing associations to provide housing for sale on shared ownership leases; encouraging local authorities to release land to housing associations and other private developers of housing for sale at discounts or on shared ownership terms; encouraging more local authorities and housing associations to offer grants to tenants to purchase on the open market; the experimental "rent to mortgage" schemes at Basildon and Milton Keynes. Consideration will be given to extending rent to mortgage arrangements in the light of the outcome.
