§ Ms. RichardsonTo ask the Secretary of State for Social Security what steps he is taking to implement the European Commission's recommendation agreed in Ma. y 1989 to provide people over 60 years with a standard type of card to enable them to take advantage of concessions available for the elderly throughout the Community; and if he will make a statement.
§ Miss WiddecombeThe EC recommendation of May 1989 was for the introduction by all member states of an over-60s card by 1 January 1991. No country has yet implemented the proposal and some have expressed reservations about the need for such a card. The United Kingdom has responded positively and is keen to see in place an effective scheme which could benefit the elderly. The Department is continuing discussions with officials of the Commission and other member states in an effort to resolve outstanding problems.
