§ Mr. Lennox-BoydIn my right hon. Friend's speech to the UN General Assembly on 25 September he outlined the case for the establishment of a register of arms transfers and measures to improve the UN's response to humanitarian emergencies. If the General Assembly decides to adopt the proposals, the Secretary-General, as chief administrator of the UN, will prepare the cost estimates. The costs to the UN budget will depend on the level of involvement of the secretariat envisaged by the adopted resolutions.
