asked Her Majesty's Government:

Whether they consider that the foreign subjugation of the people of Tibet is a denial of human rights and contrary to the Charter of the United Nations, and whether they will call for immediate steps to confer independence on the people of Tibet in accordance with United Nations Resolution 1514 (XV) of 14th December 1960.

Our concern about human rights violations in Tibet is well known. We believe that a dialogue between the Tibetans and the Chinese authorities provides the best hope of a solution to the problem of Tibet, and will continue to encourage the Chinese Government to agree to this.
