To ask the Secretary of State for the Environment what discussions he has had with Mr. Ian Byatt regarding further powers for the Director General of the Office of Water Services.

To follow up the citizens charter White Paper, the Government will be bringing forward legislation to strengthen the formal powers of the utility regulators. This legislation is being prepared in close consultation with the director general.
