§ Mr. Douglas HoggI refer my hon. Friend to the statement made by my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs on 14 November 1991 at column 1227. The text of the warrant which has been placed in the Library of the House contains the precise wording of the charges which have been brought under the law of Scotland against two Libyan nationals, Abdelbaset Ali Mohmed Al Megrahi and Al Amin Khalifa Fhimah. The demand which has been made is for surrender of the accused persons by exercise of executive power.
