asked Her Majesty's Government:

Whether the remark of the Secretary of State for Defence to the effect that "the economic support from the western economies for which the Soviet Union is looking will not be forthcoming if it is to be used for continual expenditure on arms and military equipment" applies to the "sovereign republics" as well as to the union itself, and whether this has been made clear to the individual governments of the republics, including the Russian republic.

This policy applies equally to the union and republican governments and is made clear to both. The NATO Summit statement of 8th November sets out the basis on which NATO countries will build relations with the union and republics and refers explicitly to the need for restraint in development of armed forces.
