§ Mr. David HuntI have today written to the leader and the chief executive of each Welsh local authority informing them that I do not intend to announce charge-capping criteria in advance of next year's annual budgetary round. This is a continuation of the arrangements that have applied in Wales for 1990–91 and 1991–92.
In my letter I have warned that I will subject to very careful scrutiny the expenditure proposals of Welsh local authorities for 1992–93 and will not hesitate to exercise my charge-capping powers in respect of any authority whose budget proposals I consider to be unacceptable.
