asked Her Majesty's Government:

Why prison farms do not have to pay for their potato quota, since they are large producers of potatoes and benefit from the services provided by the Potato Marketing Board.

All the potatoes produced by prison farms are consumed within the prison service. None is sold on the open market. The farms are therefore not subject to a potato quota. The prison service pays for the services which it receives from the Potato Marketing Board at rates agreed with the board.
