To ask the Secretary of State for the Environment whether his Department has taken any census of the homeless in Leeds; and if he will make a statement.

My Department has not undertaken a census of homeless people in Leeds. Responsibility for dealing with households accepted as homeless under part III of the Housing Act 1985 rests with local authorities; I understand that Leeds city council accepted 427 households as homeless in the quarter ending June 1991.

A count of rough sleepers was made as part of the census on the night of 21–22 April 1991; 21 people were counted in Leeds. A copy of the "1991 Census: Supplementary Monitor of People Sleeping Rough", published by the Office of Population Censuses and Surveys on 9 July 1991, has been placed in the Library.
