To ask the Secretary of State for Social Security if he has any plans to introduce a tax-free, non-means tested benefit designed to cover the extra costs incurred by disabled people in their daily lives; and if he will make a statement.

Mr. Scott

Disability living allowance, which will be both tax-free and non-income-related, will be introduced in April 1992. For people disabled before the age of 65, it will replace and extend the help with the extra costs of disability currently available through attendance allowance and mobility allowance.
