asked Her Majesty's Government:

Why football clubs are required to pay for police services outside their grounds when charges for police services are not made for other events, such as Royal visits, which also attract large crowds.

The costs of police officers deployed on the private property of a football club are charged for under Section 15 of the Police Act 1964 as a special police service. Officers who are deployed on the public highway for crowd control are performing normal police duties, whether at football matches, royal visits or any other event, and no charge is made.
