§ Mr. Lennox-BoydConstitutions of dependent territories are periodically reviewed, normally at the request of the elected representatives of the territory. This ad hoc process is appropriate and flexible and fully discharges our198W international obligations under article 73 of the UN charter. It is implicit in article 73 that the constitutional arrangements must be tailored to the particular circumstances of each territory.
