§ Mr. Garel-JonesHer Majesty's Government believe that applications for European Community membership should be considered on their merits taking into account all the relevant economic and political criteria, including respect for human rights. The Council, in December 1989, 199W concluded that the Turkish application was premature, but agreed that measures should be put in place to strengthen the Community's relations with Turkey.
