§ Sir George YoungAt 1 April 1990, in England, there were 4,370,000 tenants of local authorities and 563,000 tenants of housing associations, making a total of 4,933,000. The Department does not hold figures on the total number of secure tenants who meet the conditions of part IV of the Housing Act 1985 and have statutory rights under the tenants charter.
