To ask the Secretary of State for Health if he will make a statement on the European Community's HELIOS programme promoting the economic and social integration of disabled people.

Mr. Dorrell

The Government have supported all aspects of the European Community's HELIOS programme promoting the economic and social integration of disabled people since it was agreed by the Council of Ministers in 1988. In order to determine what benefits the programme has provided for United Kingdom participants, an independent evaluation of the United Kingdom's part in the programme is being prepared by a team of researchers from Southampton university.

Discussions are currently taking place in the Council's working groups to establish a further five-year programme, HELIOS II, to run from 1992 to 1996.
