Mr. McAllion

To ask the Secretary of State for Social Security what representations he has received from Scottish local authorities which are funding Iraqi students in Scotland in the form of section 12 payments under the Social Work (Scotland) Act who have no other income following the freezing of Iraqi Government assets in the United Kingdom; and if he intends to introduce social security reforms to provide for students from abroad in an emergency situation such as war.

I met representatives of Strathclyde regional council and Glasgow district council on 30 September 1991. There are no plans to change the existing provisions in the income support rules relating to students from abroad.
