Mr. Cox

To ask the Secretary of State for Employment what representations he has received from trade associations about the overhead costs incurred in administering Government funds via training and enterprise councils and local enterprise companies; if he has any plans to change the current funding arrangements; and if he will make a statement.

Mr. Jackson

The arrangements for administering training programmes funded by TECs is a matter for agreement between each TEC and the training provider concerned. Funding arrangements for TECs are being reviewed as part of the review of the TEC operating agreement for next year and my right hon. and learned Friend the Secretary of State hopes to be in a position to agree any changes with TECs shortly.

To ask the Secretary of State for Employment what steps he has taken to reduce(a) the bureaucracy surrounding the operation of training and enterprise councils and (b) the costs borne by national training organisations through having to operate the current funding arrangements; and if he will make a statement.

Mr. Jackson

My right hon. and learned Friend the Secretary of State has reduced administrative burdens on TECs to a minimum, consistent with the need for proper control of public funds, including the oversight exercised by Parliament. The TECs and national providers unit established within the Department facilitates arrangements between national training providers and individual TECs. TECs have substantial freedom to adapt training and enterprise support to the needs of their local area.
