§ Mr. Nicholas BennettA study undertaken by the management consultants CSL Group estimated the cost to local authorities in Wales at £9.2 million. The Government have accepted the report's conclusions and on 5 November my right hon. Friend the Secretary of State for Wales announced that revenue costs would be supported by a specific grant of 75 per cent. and capital costs through supplementary credit approvals.
