§ Mr. Lennox-BoydThe steering committee set up under the comprehensive plan of action adopted by the 1989 Geneva international conference on Indochinese refugees last met on 30 April 1991. Since then, the British and Hong Kong Governments have discussed the return of screened-out migrants from Hong Kong bilaterally with a number of Governments, and international organisations apart from Vietnam, notably the ASEAN member countries, Japan, Australia, United States, Canada, UNHCR and IOM.
