HC Deb 12 November 1991 vol 198 c480W
Mr. Cox

To ask the Secretary of State for Foreign and Commonwealth Affairs with what countries, other than Vietnam, his Department has discussed the removal of Vietnamese boat people from Hong Kong.

Mr. Lennox-Boyd

The steering committee set up under the comprehensive plan of action adopted by the 1989 Geneva international conference on Indochinese refugees last met on 30 April 1991. Since then, the British and Hong Kong Governments have discussed the return of screened-out migrants from Hong Kong bilaterally with a number of Governments, and international organisations apart from Vietnam, notably the ASEAN member countries, Japan, Australia, United States, Canada, UNHCR and IOM.

Mr. Cox

To ask the Secretary of State for Foreign and Commonwealth Affairs how many Hong Kong officials have been dismissed for corruption during each of the last three years.

Mr. Lennox-Boyd

The statistics are as follows:

Year Dismissal Compulsory retirement
1 April 1988 to 31 March 1989 11 1
1 April 1989 to 31 March 1990 4 1
1 April 1990 to 31 March 1991 10 0

Mr. Cox

To ask the Secretary of State for Foreign and Commonwealth Affairs if independent observers will be allowed to witness the removal of Vietnamese boat people from Hong Kong; and if he will make a statement.

Mr. Lennox-Boyd

Independent observers and the media were invited to witness the repatriation of the so-called double-backers from Hong Kong to Vietnam on 8–9 November.
