To ask the Secretary of State for the Environment what bodies he consults before commencing major alterations to listed buildings.

Clearance is sought from the local planning authority in line with DOE circulars 18/84 and 8/87. The local planning authority will in turn consult with various heritage bodies, though where significant proposals are concerned my Department will normally have had prior discussions with these bodies.
