To ask the Secretary of State for the Environment if he proposes to make any changes to the running costs cash limit on PSA services vote in 1991–92.

[pursuant to his answer, 6 November c.159–60]: I will be making a further £8,844,000 available in 1991–92 for cash incentive schemes, to help council tenants buy their own homes in the private sector, and at the same time release permanent housing for homeless families, who might otherwise be in bed-and-breakfast accommodation.

This will involve an increase in the DOE/LACAP non-voted cash limit from £3,007,648,000 to £3,016,492,000.

Cash incentive schemes have been successful both in freeing family-sized local authority properties for use by homeless families and in helping local authority tenants who want to buy to realise their ambition. They offer excellent value for money for local authorities and their tenants.

These extra funds must be used in the present financial year. The demand from tenants has been high and this extra money will ensure even greater benefit for them and for homeless families needing a permanent home.
