To ask the Secretary of State for the Environment if he will make a statement on the effect of the transfer of local authorities' waste regulation role to the new environment agency, on the functions of that service.

Mr. Baldry

The Government's proposals for transferring waste regulation to the new Environment Agency are set out in the consultation paper issued on 3 October—copies of which have been placed in the Library. The new agency will be able to ensure that standards of waste disposal are applied consistently across the country, and develop the necessary expertise to deal with the increasingly sophisticated waste disposal techniques. It will also ensure better co-ordination with the agency's other regulatory responsibilities.
