In addition to President Kravchuk's earlier assurances to the United Nations General Assembly, the Ukrainian Supreme Soviet recently adopted a declaration affirming its commitment to observing the provisions of START and achieving eventual non-nuclear status, including accession to the non-proliferation treaty. We have, however, had contacts with Ukrainian representatives and are urging them to adhere to these commitments.
