To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the new obligations and undertakings contained in the recently agreed memorandum of understanding between the United Kingdom and Chinese Governments.

The details of the memorandum of understanding were placed in the Library of the House on the same day as my right hon. Friend the Foreign Secretary made a statement to the House on this subject.

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the autonomy of Hong Kong before and after 1997.

Mr. Lennox-Boyd

Hong Kong has in practice long enjoyed substantial autonomy in most areas, particularly in economic, commercial and financial matters. Under the joint declaration, from 1 July 1997 the Hong Kong special administrative region of the People's Republic of China will enjoy a high degree of autonomy except for foreign and defence affairs. It will be vested with executive, legislative and independent judicial power.
