§ Mr. YeoPlanning consultation under DOE circular 18/84 took place between the Property Services Agency and Westminster city council between September 1989 and November 1989. On 9 November 1989, Westminster city council confirmed that it had decided to raise no objections to the proposals put forward, in respect of both listed building consent and planning consent.
