To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on what progress has been made in UNESCO towards reforms and as to what issues remain unresolved in the way of the return of the United Kingdom to UNESCO.

We recognise that progress towards reform has been made in UNESCO since we left in 1985. But before we are able to consider re-joining, we need to see real improvements to achieve programme concentration; progress towards greater decentralisation; implementation of management and administration reforms; and improvements in setting UNESCO's budget.
