§ Mr. Lennox-BoydWe recognise that progress towards reform has been made in UNESCO since we left in 1985. But before we are able to consider re-joining, we need to see real improvements to achieve programme concentration; progress towards greater decentralisation; implementation of management and administration reforms; and improvements in setting UNESCO's budget.
