§ Mr. GummerLocal authority estimates suggest that approximately 70 per cent. of form R owner declarations of dipping were returned to local authorities. It is for local authorities to take action in those cases where forms are not returned but I have made it clear that I am looking for a much better response from farmers during this year's national dip.
