To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions he had with President Mubarak prior to the announcement on 8 May of the withdrawal of Egyptian troops from Kuwait and Saudi Arabia.

My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs' discussions with President Mubarak in Cairo on 2 May covered bilateral and regional issues, including regional security.

We have consistently made clear that it is for the states of the region to take the lead in devising arrangements for their security.
